You Still Need a Smartphone

Currently, the only way to get WhatsApp on iPad without jailbreaking your device is through the web version of WhatsApp known as WhatsApp Web.
Unfortunately, in order to use WhatsApp Web on your iPad you will need a smartphone that has WhatsApp installed on it. To those who don’t own a smartphone this could come as a big letdown, there is really no way to use WhatsApp Web without making use of a smartphone.
Steps to Use WhatsApp on iPad
The WhatsApp Web extension was made for using WhatsApp on PC and Mac but with a little workaround this extension can be used on your iPad through the Safari browser.
As mentioned above, this method requires a smartphone that has WhatsApp installed on it. Make sure that WhatsApp is installed and verified on your smartphone and follow the steps below.
1. Open the Safari browser on your iPad
As simple as it sounds, just open the Apple Safari browser on your iPad.
2. Type in web.whatsapp.com
Once Safari is open on your iPad, type in web.whatsapp.com and tap on go. You will be redirected to whatsapp.com because you are visiting the website from a mobile device.
Follow Step #3 below to switch to the desktop version of WhatsApp.
3. Switch to Desktop version of WhatsApp
If you are using iOS 9 then simply hold the refresh button and then tap on Request Desktop Site. The page should refresh and you should be redirected to web.whatsapp.com and you should be looking at a QR code on the screen of your iPad.
4. Scan the QR Code With a Smartphone
Now open WhatsApp on your smartphone and navigate to WhatsApp Web and scan the QR code that you see on the screen of your iPad.
5. All Done
Once the QR code has been scanned by your smartphone you should be seeing all your WhatsApp messages in front of you on your iPad.
Note that by using WhatsApp Web on your iPad you will not be able to receive notifications like the ones you do when you use WhatsApp Web on PC or Mac.
