Ever since Microsoft purchased Skype Windows Live Messenger has been depreciated but you can now merge your Messenger contacts and Skype contacts in Skype and log into Skype using either your Microsoft Account or your Skype account. If you merge your accounts you can then IM/call/video call any of your Messenger or Skype contacts.

As of this writing it is not possible to add a Microsoft Account as a contact in the Skype app but you can add them using the web interface and once you do, they will show up as contacts in Skype.  The easiest way to do this is via the Live People website:

Log in with your Microsoft Account (formerly your UW Windows Live account if you are an iSchool employee that has been here prior to 2013).

Click New > New contact


All you need to enter is the person’s name and UW email address.

After just a few seconds the contact will show up in Skype and you can add them to a Contact list, your Favorites, etc..
